An actionable subsidy can cause damages like hurting domestic industry in the home market or export interests in a third market.But counteractive action agaist such subsidies requires elaborate investigation to prove material injury and causal link between the subsidy and injury. For action, the total ad valorem subsidization must exceed 5 percent. Subsidies like direct waiver of debts, covering operating losses of an industry, etc. are actionable. Actionable subsidies are not necessarily prohibited by WTO, actionable simply means action can be taken by the trading partner. All subsidies prohibited by WTO are actionalbe, but not all actionable subsidies are prohibited.
